You will not be charged for the incoming Call / SMS if you are in Singapore, but your friend will be charged according to their telecom's IDD / International SMS rates.
Yes, you will be charged for roaming incoming / outgoing calls when you are outside of Singapore.
It is best to use messaging app like WhatsApp, Line, WeChat etc. when you are roaming outside of Singapore. These calls are free over Wi-Fi or data, so you will not be charged for them.
